HRS is a private strategic advisory firm.
1. ACCEPTANCE OF TERMS
By accessing or using the platform and services provided by HRS — Hemispheric Resilience System ("HRS"), you agree to be bound by these Terms of Use. If you are using our services on behalf of a government agency or corporate entity, you represent that you have the authority to bind that entity to these terms.
2. PROPRIETARY RIGHTS AND INTELLECTUAL PROPERTY (IP)
All content, algorithms, predictive models, data visualizations, and software architecture (collectively, the "Technology") are the exclusive property of HRS — Hemispheric ResilienceSystem, protected under United States and international copyright, patent, and trademark laws.

No Reverse Engineering: Users are strictly prohibited from attempting to decompile, reverse engineer, or extract the source code or underlying algorithms of the HRS platform.

License: Access to the platform is granted as a limited, non-exclusive, and non-transferable license for institutional use only.
3. NATURE OF SERVICE AND LIMITATION OF LIABILITY
HRS provides health intelligence and resilience forecasting.

Not Medical Advice: The platform is a strategic decision-support tool. It does not provide medical diagnosis or clinical treatment advice.

Forecast Disclaimer: While HRS uses high-fidelity data and NIST-compliant frameworks, we do not guarantee the absolute accuracy of predictive models. HRS shall not be held liable for any strategic, operational, or financial decisions made by users based on platform outputs.

Limitation of Damages: To the maximum extent permitted by law, HRS shall not be liable for any indirect, incidental, or consequential damages resulting from system downtime or data delays during critical events.
4. INSTITUTIONAL INTEGRITY AND ETHICAL USE
Users agree to use HRS services exclusively for the purposes of enhancing public health resilience and regional stability. Use of the platform for unauthorized surveillance, data manipulation, or any activities that promote corruption or undermine institutional integrity is strictly prohibited and will result in immediate termination of access and reporting to federal authorities.
5. GOVERNING LAW AND JURISDICTION
These Terms shall be governed by and construed in accordance with the laws of the State of Delaware, without regard to its conflict of law provisions. Any legal action or proceeding arising under these Terms shall be brought exclusively in the federal or state courts located in Delaware.
6. PHILANTHROPIC OPERATIONS (VIRGINIA)
Activities conducted through our Virginia-based philanthropic arm are subject to these same Terms of Use, ensuring a unified standard of governance across all corporate and social initiatives.
7. AMENDMENTS
HRS reserves the right to modify these terms at any time to maintain alignment with U.S. Federal regulations (HHS/DoD) and international compliance standards.
