The HRS Resilience Foundation Inc. is a nonprofit institution established to strengthen institutional resilience, strategic intelligence capabilities, and security cooperation across the Western Hemisphere.

Aligned with U.S. strategic priorities and regional stability objectives, the Foundation provides specialized technical expertise in areas critical to national security, border integrity, critical infrastructure protection, and operational continuity.

To strengthen nations and institutions through transparent, data-driven frameworks that support public safety, economic continuity, and long-term stability across the Americas.

The leadership structure is designed to integrate policy-level coordination with technical and operational expertise, ensuring alignment with regional stability objectives and broader U.S. strategic priorities.

  • Diplomatic Strategy (U.S. Mission – Brazil)

Supported by practitioners with senior-level diplomatic experience in the U.S.-Brazil strategic context, this pillar aligns Foundation initiatives with bilateral security frameworks and broader U.S. strategic priorities across the Southern Cone.

  • Defense & Regional Security

Supported by practitioners with senior military experience in the U.S. Armed Forces, this pillar contributes to logistics planning, crisis response coordination, and civil-military cooperation frameworks.

 

It incorporates hard resilience protocols designed to support the continuity of critical infrastructure under hybrid threats and systemic disruptions.

  • Health Security & Bio-Defense
     

Supported by practitioners with experience in the U.S. Department of Health and Human Services (HHS), this pillar applies a security-oriented approach to public health infrastructure.

 

It addresses pandemic preparedness, biosecurity, and the resilience of essential supply chains within a national security context.

Legal Structure

HRS Resilience Foundation Inc. is a separate and independent legal entity from HRS Resilience System Inc., a Delaware-based corporation.

 

The Foundation operates exclusively for charitable, educational, and public-interest purposes. No part of its net earnings inures to the benefit of any private individual or shareholder.

 

The Foundation does not engage in commercial activities for private profit.
