About HRS

HRS is a strategic institutional platform dedicated to strengthening resilience and stability across the Americas—beginning with health as its first operational pillar.

WHO WE ARE

The Hemispheric Resilience System is a long-term institutional platform designed to strengthen public-sector capacity, reinforce regional cooperation, and support coordinated action across the Americas.

Leadership

André Vieira, MD Founder & Chief Executive Officer

Dr. André Vieira is a Brazilian physician and healthcare executive with 28 years of experience spanning clinical medicine, surgical specialization, and the large-scale management of health systems in Brazil.

After establishing his clinical foundation in Rio de Janeiro — including a hospital internship at the Hospital da Força Aérea do Galeão (Brazilian Air Force Hospital) and surgical specialization at Hospital Municipal Miguel Couto — Dr. Vieira dedicated 15 years of his career exclusively to healthcare management, founding and directing healthcare management organizations that became operational leaders in Brazil.

At scale, his organizations managed over 5,000 medical professionals across multiple specialties, overseeing clinical operations in 6 hospitals and 23 Emergency Care Units across three Brazilian states — collectively serving more than 5 million patients. Specialized professionals were deployed to underserved regions including remote communities in the Amazon, addressing critical gaps where they were needed most.

During the COVID-19 pandemic, his organizations maintained uninterrupted physician coverage across all managed facilities — a standard of operational resilience that defines the institutional philosophy behind HRS.

Dr. Vieira founded HRS — Hemispheric Resilience System with a clear conviction: that operational expertise built at scale in Latin America is directly transferable to the broader challenge of hemispheric health security. HRS was designed from the ground up as a U.S.-based platform — aligned with American institutional standards, American strategic interests, and a long-term commitment to stability across the Western Hemisphere.

Dr. Vieira operates across Brazil and the Washington, DC metropolitan area.

OVERVIEW

The Hemispheric Resilience System (HRS) is a strategic institutional framework dedicated to strengthening resilience across the Western Hemisphere.

By addressing systemic risks and transboundary challenges, HRS supports coordinated, long-term solutions that reinforce regional stability, national institutional capacity, and public-sector effectiveness.

Rather than operating as a service provider or advocacy organization, HRS functions as a strategic force-multiplier—aligning governmental priorities, institutional governance, and operational capabilities to support resilient systems from Alaska to Patagonia.

MISSION AND VISION

Our Mission

To empower governments and strategic stakeholders in building resilient systems, coordinated policies, and sustainable capabilities that enhance stability, security, and cooperation throughout the Americas.

Our Vision

A secure, integrated, and resilient Western Hemisphere—capable of anticipating, preventing, and responding to systemic risks through coordinated institutions, trusted partnerships, and shared strategic priorities.

Institutional Governance

HRS is conducting a selective engagement process to identify senior advisors from the U.S. diplomatic, defense, and public health sectors — professionals with distinguished careers in government service and a shared commitment to hemispheric resilience as a long-term strategic priority.

The governance model is anchored in U.S. operational and ethical standards, ensuring a transparent, accountable, and integrity-driven environment for all HRS initiatives across the Americas.

Senior professionals committed to hemispheric resilience are invited to engage directly with HRS leadership.

A System-Level Approach to Hemispheric Resilience

OUR APPROACH

HRS operates as a strategic force-multiplier for institutional resilience

Our approach integrates:

  • Strategic planning

  • Institutional alignment

  • Governance strengthening

  • Cross-border coordination

  • Sustainable operational frameworks

Rather than creating parallel structures, HRS is designed to support—and reinforce—existing national institutions, ensuring local ownership, continuity, and long-term impact.

Operating Principles

HRS acts with:

  • Institutional Integrity and Neutrality

  • Long-Term Partnerships

  • Strategic Discretion

  • Measurable Impact

  • Full Alignment with Governmental Priorities

As a Delaware Corporation, HRS operates in full compliance with the U.S. Foreign Corrupt Practices Act (FCPA). We maintain a zero-tolerance policy toward non-transparent practices, ensuring that our mission to strengthen public health resilience remains uncompromised across the Americas.

Institutional Positioning

HRS initiatives are structured to align with U.S. national security interests and regional stability priorities while respecting national sovereignty and governance frameworks.

The platform facilitates structured collaboration among governments, multilateral organizations, and strategic partners within transparent, accountable, and clearly defined institutional structures.

By strengthening systems instead of substituting them, HRS ensures that every initiative contributes to durable capacity, coordinated response, and hemispheric stability.

HRS operates through a hybrid institutional structure — a U.S. For-Profit corporation (Delaware) and a U.S. Nonprofit foundation (Virginia) — designed to engage both government contracting channels and long-term institutional partnerships across the Americas.

HRS is a hemispheric institutional platform dedicated to strengthening resilience and stability across the Americas, positioning health as its primary operational pillar and foundational area of action.
